The Department of Veterans Affairs NY Harbor Healthcare System is seeking a full-time Physician-Primary Care Chief at its campus in Manhattan, New York!

The Margaret Cochran Corbin Hospital, the Manhattan branch of the NY Harbor VA Healthcare system (MCCVA) is currently seeking a dynamic and proven academic general internal medicine leader to join our team as the Chief, Primary Care. The Margaret Cochran VA Campus is a high complexity facility located in Manhattan with a major educational affiliation with the NYU Grossman School of Medicine.

The Chief, Primary Care has programmatic responsibility for planning, developing, and directing the administrative and operational activities for the Primary Care Service at the MCCVA.

Administrative: The Chief of Primary Care provides oversight and leadership for the clinical, teaching, and research functions within the Primary Care Service at MCCVA. The Chief has oversight of the Primary Care Service, PACT teams, Urgent Care Outpatient Clinic, and Pre-bed care (preoperative outpatient assessment).

Clinical: In addition to the extensive administrative responsibilities, he/she maintains a clinical workload by providing direct patient care as needed in ambulatory care settings, utilizing face to face visits and telemedicine.

Research: The MCC VA houses a robust community of health services researchers including general internal medicine. The ideal candidate has an existing portfolio of general medicine research within the VA system and can both lead and recruit additional health services researchers to our system. 

Supervisory: The position is organizationally aligned under the Chief of Medicine, MCC Campus. The Chief also works closely with and accepts priorities by the Chief of Staff and Deputy Chief of Staff. Assignments are made in terms of broad objectives, leaving the matters of method, design, implementation, and evaluation to the discretion of the Chief who works with autonomy and with full authority. 

Educational: The MCC VA is a major teaching site for ambulatory care in the NYU Grossman School of Medicine Residency Program. As a faculty leader, the Chief is expected to mentor junior faculty and trainees in the preparation of seminars/presentations; mentor junior faculty in achieving academic promotion, partner with other Divisions and Departments to support clinical research projects, participate in divisions Educational Initiatives (Grand rounds, Salons, Leadership Retreats and meetings), and support the residency site director in promoting GIM opportunities.

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Approval, award amount (up to $200,000) and eligibility period (one to five years).

Federal Retirement Plan:

  • VA employees are covered by the Federal Employees Retirement System (FERS). FERS is a three-tiered retirement plan composed of 1) Social Security benefits, 2) FERS-RAE basic benefits (pension), and 3) Thrift Savings Plan (TSP) which is a 401K-type plan
  • How is the pension funded? VA employees automatically contribute 4.4% of their salary each pay period and the VA contributes 12.2% of the employee’s salary each pay period for a total annual contribution percentage equal to 16.6% of the employee’s salary
  • Similar to the 401(k) savings plans widely available in the private sector, the TSP allows employees to tax defer a portion of their income each year, subject to the requirements of the Internal Revenue Service. For calendar year 2020, employees under the age of 50 may contribute up to $19,500, while those over age 50 are eligible to make catch-up contributions that allow them to defer up to $25,500.
  • The Federal Government also provides an automatic basic contribution (1% of salary) and up to 4% of salary in matching contributions, depending on the amount of the employee contribution
  • For retired military personnel, these benefits are in addition to full monthly retirement pay or pension
  • In addition to FERS, VA provides health care insurance coverage for retired personnel
  • Disability Retirement
  • Employees are vested in a federal pension after only 5 years service
