Federal Retirement Plan:

  • VA employees are covered by the Federal Employees Retirement System (FERS). FERS is a three-tiered retirement plan composed of 1) Social Security benefits, 2) FERS-RAE basic benefits (pension), and 3) Thrift Savings Plan (TSP) which is a 401K-type plan
  • How is the pension funded? VA employees automatically contribute 4.4% of their salary each pay period and the VA contributes 12.2% of the employee’s salary each pay period for a total annual contribution percentage equal to 16.6% of the employee’s salary
  • Similar to the 401(k) savings plans widely available in the private sector, the TSP allows employees to tax defer a portion of their income each year, subject to the requirements of the Internal Revenue Service. For calendar year 2020, employees under the age of 50 may contribute up to $19,500, while those over age 50 are eligible to make catch-up contributions that allow them to defer up to $25,500.
  • The Federal Government also provides an automatic basic contribution (1% of salary) and up to 4% of salary in matching contributions, depending on the amount of the employee contribution
  • For retired military personnel, these benefits are in addition to full monthly retirement pay or pension
  • In addition to FERS, VA provides health care insurance coverage for retired personnel

Facility information

MISSION:
The Richard L. Roudebush Indianapolis VA Medical Center, located 2 miles northwest of the heart of downtown Indianapolis, has been serving Indiana Veterans since 1932. As Indiana's tertiary care facility, Indianapolis VA Medical Center receives referrals from VA facilities at Ft. Wayne and Marion, Indiana, and from nearby Danville, Illinois. Indianapolis VA Medical Center provides acute inpatient medical, surgical, psychiatric, neurological, and rehabilitation care, as well as both primary and specialized outpatient services. Some noteworthy specialized services include comprehensive cardiac care, radiation oncology treatment and community based extended care. Indianapolis VA Medical Center is aggressively utilizing emerging technology in the tele-home care and tele-disease management arenas.  Additionally, the medical center has a 50-bed Domiciliary Residential Rehabilitation Treatment Program targeting homeless Veterans.
The medical center operates 11 Community Based Outpatient Clinics (CBOC's) including in Bloomington, Brownsburg, Lafayette, Martinsville, Shelbyville, and Terre Haute, Indiana. The more than 61,000 patients (3,700 women Veterans) treated by the Indianapolis VA Medical Center require over 657,000 outpatient visits and over 7,900 inpatient episodes of care yearly. The medical center embraces Veteran Centered Care. The Medical Center has nine sharing agreements with the Department of Defense and plays a key role in disaster preparedness as a federal designated coordinating center for National Disaster Medical System.
AFFILIATIONS:
The Indianapolis VA Medical Center has an active affiliation with the Indiana University School of Medicine. At any time, over 100 post-graduate physician residents and fellows are pursuing clinical training in the Indianapolis VA Medical Center and delivering veteran care under the supervision of VA physicians who are concurrently faculty of the Indiana University School of Medicine. This supervised clinical experience for licensed physicians is offered in 22 accredited medical specialties. There are also nursing student affiliations with the Indiana University School of Nursing as well as education arrangements with six other universities in Indiana and Kentucky involving dentistry, pharmacy, social work, allied health, and psychology.
CONSTRUCTION:
The main part of the current medical center was opened in 1952, with about 450,000 square feet. There have been two major additions since then, in 1981 and 1994, bringing the total square footage of the medical center to approximately 1,000,000 square feet today. The 1981 addition is devoted to Dental, Dialysis and Research. The 1994 addition included ambulatory care clinics, new operating rooms, new intensive care units, the main clinical laboratory and education space. The medical center received $27 millionto construct two additional floors on the clinical addition. This replaced four current inpatient wards as well as the inpatient pharmacy and was activated in 2008. This addition provided appropriate patient privacy and bath facilities as well as adequate isolation capabilities. Phase II of the project to house outpatient mental health will be completed in Spring 2010. A new mental health inpatient unit will also open in Spring 2010.
As part of grant funding received from the Lilly Endowment, Inc., the medical center has completed construction of an integrated clinic targeting the OEF/OIF returning service members. The Seamless Transition Integrated Care Clinic has implemented a new process with a “one stop shop” for services for returning service members. Included are primary care, specialty care, mental health services, vocational rehabilitation services, community resources, and other needed services. Extended hours and a family friendly environment is emphasized.
Another part of the Lilly Endowment grant that is supportive of the OEF/OIF Veterans is the construction of a Veterans House. The Veterans House is modeled after the successful Fisher House program. We're operating a 28 suite facility that supports the families and the needs of returning service members.
LABOR RELATIONS:
The American Federation of Government Employees (AFGE) Local 609 represents all professional employees and the Service Employees International Union (SEIU) Local 551 represents all non-professional employees at this medical center.
RESEARCH:
The Indianapolis VA Medical Center houses a mid-sized research and development program. Research topics included stroke, cholesterol, and renal disease. The Health Services Research and Development Service was designated as a Center of Excellence on Implementing Evidence Based Practice. With the newly funded Research Enhancement Award Program (REAP) our Health Services research will focus on information management for patient centered treatment. The medical center was selected as the new coordinating center for the National Stroke QUERI study. The CIEBP supports 18 MD and PhD health service research scientists at one of the VHA's thirteen HSR&D Centers of Excellence. CIEBP hosts the National Stroke Quality Enhanced Research Initiative (QUERI) Coordinating Center focused on translating stroke research discoveries into patient care and systems improvements.
LOCAL ISSUES:
Indy Excellence is the hallmark of the Indianapolis VA Medical Center. Begun in 2003, this cultural journey has been aimed at achieving extraordinary levels of service and operational excellence. Key components are employee satisfaction, patient satisfaction and leadership development. All employee Survey results have demonstrated significant improvement in employee perceptions related to promotion potential, praise, rewards, employee development and retention. Other positive results on the AES were shown in diversity acceptance, safety climate, innovation and cooperation, to name a few. The medical center has evolved to the point that the cultural journey teams and operational committees have merged.
